Regulation

1.

Participants: There will be separate Championships for FIDE rating categories Under 2300, Under 2000 & Under 1700. There shall be separate Women's Championship(s) if there are at least ten (10) players from at least two (2) continents in each category. Otherwise, Women players will play in Open competition and, in this case of a merged tournament, women players will be eligible to win prizes from both categories: For example, if the 1st woman player also wins the 3rd place in the men (open) standings, she will receive both prizes in terms of any trophies, medals, prize money and qualification rights awarded. .

a) The Championships are open for players registered by their national federation. FIDE member federations shall have the right to send as many players as they wish.

b) The Winners from each FIDE World Amateur Championship rating section and from each Continental Amateur Championship rating section, of the year preceding this edition, are invited with personal rights as long as they don't reach or exceed a FIDE rating of 2300 by the registration deadline, and their places cannot be substituted.
The Organizing Committee shall provide free board and lodging (twin rooms with bath and/or shower) for players qualified with personal rights from above article (4.2 b).

a) For participation in the Under2300 section, a player must not have a published FIDE rating of 2300 or greater for at least one year prior to the registration deadline (1st September 2023).
No player may hold any title above FM or WFM in the Under 2300 category.

b) For participation in the Under 2000 section, a player must not have a published FIDE rating of 2000 or greater for at least one year prior to the start of the championship.

c) For participation in the Under 1700 section, a player must not have a published FIDE rating of 1700 or greater for at least one year prior to the start of the championship.

d) No player may hold any title above CM or WCM in the Under 1700 and Under 2000 categories.
No player may hold any title above FM or WFM in the Under 2300 category.
These restrictions will not apply to players whose age makes them eligible to participate in that year’s World Seniors 65+ category.

4.

a) The Championships will be held according to FIDE tournament Rules and Laws of Chess.
b) The tournaments will be played using the Swiss System with 9 rounds.
c) The time limit for each player is 90 minutes for the whole game + 30 seconds increment for every move played, starting from the first move.
d) The FIDE Anti-Cheating rules and guidelines are valid for all Championships.
e) A player forfeits the game if he hasn't appeared at his board within 15 minutes after the start of the game.

f) Tie-break criteria: The final ranking order of the players is determined by the number of points scored. If at the end of the tournament, two or more players are tied for the first place or for any prize, the tie shall be broken in priority accordance to the following criteria for Swiss events:

1. Results of direct encounters between the tied players (applies only if all tied players have played each other).
2. Buchholz Cut 1.
3. Buchholz.
4. The greater number of games played with black.
5. The greater number of wins.

g) Appeals Procedure: appeals against decisions of the Chief Arbiter must be submitted in written form to the Chairman of the appeals committee within one hour after the completion of the respective game. The protest must be accompanied with the sum of 200 €, as a deposit from the signatory. If the appeal is granted, the sum shall be returned immediately. If the appeal is refused, the deposit is forfeited to FIDE. The appeal has to be lodged by the player. The decisions of the Appeals Committee are final.
